This amendment was proposed by the United States last January.
I want to explain what will come to vote,
how it will affect our lives in a direct way,
what are the techniques and mechanisms being implemented in this amendment,
why it is happening right now,
what are the implications for democracy around the world and what can we do about it.
But first, I want to briefly go over some of the articles in the amendment.
The regulations are not new,
but the amendment is reinforcing some key elements in it.
Some of them are crucial in what I and many others think and interpret as a very aggressive bite into our civil rights
and dangerous to our democracies.
Here we go.
Article 5. This article's title is surveillance.
Basically,
it is a requirement for each country to develop the ability to identify,
evaluate,
inform and report events in accordance with the regulations,
within 5 years.
In layman's terms,
besides monitoring information medical information,
they're asking countries to develop a system that monitors and reports data from airports,
border crossings,
water and food infrastructure,
directly to the WTO surveillance team.
This system should have the ability to surveil containers,
soot cases, equipment and to isolate potential suspects in spreading disease.
They also say that countries that aren't able to create this
infrastructure infrastructure infrastructure for surveillance,
will be able to get assistance in funding.
Article 6. Notification.
This section talks about the requirements for countries to notify the world about an event in its origin,
having all information go through WTO.
It also lists organizations that are required to report to the WTO and requests reports of genetic sequence data.
Article 9.
Other reports.
This section is one of the important ones,
and I'll come back to it later when explaining the system they're implementing here.
This section says that the WTO will no longer depend on the country itself to verify the occurrence of an event in their own תיארצות,
and it can rely on other sources from other places,
basically saying that it can declare an event
even if the country itself denies it or contradicts the information,

This is about the response time of the country once an event or even a suspicion of one is declared either by the country itself or by the WTO.
The country is requested to give an initial reply or acknowledgement within 24 hours and to provide initial information.
The WTO will provide recommendations that may include an offer to mobilize international assistance,
meaning that people from the WTO may land in the country
and act.
What is their status?
What is their authority?
What is their authority? No one knows.
After 48 hours from the initial offer to collaborate with WTO,
אם the country fails to respond or collaborate,
the WTO shall,
and that's a new term,
immediately share with other member states the information available to it,
while encouraging the affected state to accept the offer of collaboration with WTO.
This is where they're crossing to the area of threats and language being used usually by organized crime.
I'll elaborate about this in a bit
and what does it mean to immediately share with other state parties.
But for now,
this is a message with a tone that co-operate or else.
Article 11, provision of information by WTO.
This section is a direct continuation of the last section,
keeping the right to share information about the country that is suspected
of having an event with other countries and parties.
Any information can now be shared without consent,
including medical, cargo,
flights, passengers,
the flow of commodities,
etc.
Article 12,
determination of the public health emergency of international concern,
also adding to the title public health emergency of regional concern,
or intermediate health alert.
This long title is probably the biggest threat flag in this entire amendment.
It is about who can declare an emergency event or a suspicion of one.
One person.
One person.
In this case,
this guy here
can determine that a potential or an actual public health emergency of international concern is occurring.
Mind the word,
potential.
Using, and not by mistake,
vague language.
The fate of an entire country is in his hands.
Just one person can shut down an entire country with a nod of his head.
of course,
it says he will consult with the emergency committee and relevant state parties.
But that is just to keep the appearance of a democratic process,
when in fact he has all the power to do that by himself.
Article 13, public health response.
Again,
the WHO is offering assistance to any state party in the case of an event,
giving a short time to respond.
In case of a rejection,
the information will be passed on to other state parties.
The WTO can immediately send a team and in the event of denial,
the state party must provide its rationale for the denial or rejection.
Article 15, temporary recommendations.
More about the deployment of expert teams by the WTO.
These teams will have access to basically everything,
every site,
border crossings,
harbors and data.
Article 18 is about traveling and travel restrictions,
underline the free passage to health personal and equipment,
exempting themselves of any restrictions and giving themselves a free pass to go everywhere,
with no interference.
Articles 48 and 49 are but the one-man show name Tedros,
the name of Ghebreyesus.
He will pick the committee members, the duration of their service,
basically everything.
The committee according to this is nothing more than a rubber stamp.
Only the appearance of due process.
When in reality, he decides everything.
One man.
And now a new chapter,
chapter 4,
the Compliance Committee.
Each member state that signs this amendment must establish a Compliance committee
which would monitor the level of compliance in the state and report to the WTO.
It has the right to give the WTO any information regarding
the level of compliance, which could include information about vaccination or any data that measures how much and to what extent the people of the country are following the rules and orders of the WTO.
The Compliance Committee shall strive to make it's recommendations on the basis of consensus.
This section looks,
sounds and feels like a page from the book 1984, no less.
A Compliance Committee.
This is the world they're preparing for us.
Last but not least,
Article 59 that says that any state party has only six months for rejection or reservation.
Usually this period is set for two years,
not in this case.
אוקיי, that's the amendment.
So why do I care?
Why do you?
How is that relevant to our lives?
Maybe we should just let them do whatever they do to protect us, right?
Well,
you've seen what happened in the past two years.
In my opinion, that wasn't a protection.
Let's recap.
Countries that are members of the WTO are being asked to vote and to hand over their sovereignty to an un-elected entity that consists mainly of one person, maybe two,
who can decide to declare that there is an healthy emergency or even a suspicion of one in their territory.
The WTO can then threaten to share all information with other countries in case they do not get the full
cooperation and complication. For example, if that country's authorities do not agree with WTO's assessments or recommendations.
They can send teams to the most sensitive places in your country,
monitor food and water distribution,
inspect equipment and shipments,
perform any kind of tests they see fit,
shut down airports and harbors,
stop the country's economy and basically hold the fate of the country,
any citizen in their hands.
They can decide if your business will stay open,
decide whether you can provide for your family,
if schools and kindergarten ndרסים יתקבלו,
even if you can live your home all together.
All they need to do for all of that to happen is to declare an event.
Any aspect of your life will be in the hands of a small group of people that was not elected in any democratic process.
Do you remember any time in history where so much power was so concentrated in
one place in one place in the hands of such a small group of people?
Is there a more dangerous thing to what we thought was a free world?
